Action-Gardien, table de concertation communautaire de Pointe-Saint-Charles
Thanks to the Action-Gardien round table in Pointe-Saint-Charles, residents in this neighbourhood have been playing an active role for 10 years to help everyone benefit from development in the community.
Known for its high poverty rate, Pointe-Saint-Charles became a popular neighbourhood for developers at the start of the 2000s because of its proximity to downtown. Action-Gardien did not want residents to stand by without a say in this transformation. The solution: help residents become pro-active in the development of their neighbourhood by giving them tools to make their voices heard by decision-making bodies.
To do this, Action-Gardien launched the Opération populaire d’aménagement (OPA) in 2004. About one hundred residents criss-crossed the neighbourhood to identify problems and then reflect on solutions. Dozens of urban planners, architects and geographers then helped ensure that their proposals got the attention of the borough of Le Sud-Ouest.
The OPA's initiatives led to a quick succession of results. Its many successes include improved safety of the Hibernia tunnel, where traffic was considered dangerous for residents; the preservation of a park that was to be converted into a trucking lane; and, with the borough's collaboration, the creation of a new bus route to improve access to neighbourhood services and food stores—a notable accomplishment considering that food security is a major issue in Pointe-Saint-Charles.
In addition to these achievements, Action-Gardien's OPA has helped residents position themselves as key voices when it comes to issues surrounding living conditions in Pointe-Saint-Charles. The OPA has opened the door to new collaborations with the borough, the Société de transport de Montréal, the Office municipal d’habitation de Montréal and the Direction de la santé publique de Montréal—all for the well-being of every single resident.
