While their applications are being processed, asylum seekers have access to some social services and medical services.<\/p>\n                                  <\/div>\n        <\/div>\n      <\/div>\n          <div class=\"faq-item accordion\">\n        <button class=\"faq-item__header accordion-toggle\" aria-expanded=\"false\" aria-controls=\"faq-69e8388b77217\">\n          <p class=\"faq-item__title\">Migrants with precarious status (MPS)<\/p>\n          <i class=\"icon icon-arrow-down\" aria-hidden=\"true\"><\/i>\n        <\/button>\n        <div class=\"faq-item__content accordion-content entry-content\" style=\"display:none;\" id=\"faq-69e8388b77217\">\n          <div class=\"entry-content alignfull\">\n          \n                          <p>This term refers to a heterogeneous group of people who do not have access to medical coverage (under the R\u00e9gie de l&#8217;assurance maladie du Qu\u00e9bec, Interim Federal Health Program or private insurance) for various reasons. This group includes people without a legal immigration status (those with expired visitor or foreign worker visas), asylum seekers under a removal order, and some temporary residents (visitors waiting for a family sponsorship, people on a student visa).<\/p>\n                                  <\/div>\n        <\/div>\n      <\/div>\n      <\/section>\n  \n\n\n<p class=\"has-small-font-size\"><em><a href=\"http:\/\/www. cic.gc.ca\/francais\/centre-aide\/glossaire.asp#p\" target=\"_blank\" rel=\"noopener\">*Source: Gouvernement du Canada (Immigration, R\u00e9fugi\u00e9s et Citoyennet\u00e9 Canada) (2019).<\/a><\/em><\/p>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"is-style-little-title wp-block-heading\"><strong><strong><strong>Immigrants and non-permanent residents<\/strong><\/strong><\/strong><\/h3>\n\n\n\n<p>One million people, or nearly a quarter (24%) of Greater Montreal\u2019s population, were born outside of Canada. In terms of their status, they are:<\/p>\n\n\n<div class=\"wp-block-list\">\n<ul class=\"wp-block-list\"><li>Canadian citizens through naturalization.<\/li><li>Permanent residents (people who have immigrated to Canada but who are not yet Canadian citizens; <strong>refugees <\/strong>are permanent residents).<\/li><\/ul>\n<\/div>\n\n\n<p>These numbers include another 161,680 people who are:<\/p>\n\n\n<div class=\"wp-block-list\">\n<ul class=\"wp-block-list\"><li>Non-permanent residents (people on a work or study permit, <strong>asylum seekers waiting to be legally recognized as a refugee, and migrants with precarious status [MPS].)<\/strong><\/li><\/ul>\n<\/div>\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"is-style-little-title wp-block-heading\"><strong><strong><strong>An immigration path that is increasingly fraught<\/strong><\/strong><\/strong><\/h3>\n\n\n\n<p>In Greater Montreal, the number of non-permanent residents more than doubled between 2016 and 2021, rising from 70,860 to 161,680.<\/p>\n\n\n\n<p>According to an estimate by the SHERPA University Institute, approximately 50,000 people in Quebec (all sexes and ages combined) did not have medical insurance coverage in 2020.<\/p>\n\n\n\n<div style=\"height:100px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<h3 class=\"is-style-little-title wp-block-heading\"><strong>Reports from the field<\/strong><\/h3>\n\n\n\n<p>Community agencies carry out the bulk of the work to welcome refugees and asylum seekers in the Greater Montreal area. They are on the front lines to witness the difficult situations facing these people:<\/p>\n\n\n\n<div style=\"height:40px\" aria-hidden=\"true\" class=\"wp-block-spacer\"><\/div>\n\n\n\n<div wp-block-heading\"><strong><strong><strong>Centraide&#8217;s response<\/strong><\/strong><\/strong><\/h3>\n\n\n\n<p>To meet urgent needs and support refugees and asylum seekers who are at an increased class=\"vtx-tab-item__inner\">\n<p>This agency&#8217;s primary mission is to mobilize the local community to provide immediate assistance to asylum seekers in very vulnerable situations. It does this by helping its clients understand legal information, providing legal representation and psychosocial support, and collectively advocating for rights.
